This is from a rug in the basement, which came up easily enough, but the underlayment is glued to the painted cement floor. Eventually I will sand and paint the floor, but this foam stuff clogs sandpaper and I haven’t the strength to scrape the entire floor. Any suggestions?

If you can’t scrape or sand, the remaining options are heat or chemicals. Try heating it with a heat gun and seeing if it comes up. If not, try paint stripper, if you can ventilate the area well enough so that the fumes don’t kill you!
they make a scraper with a 4-5 foot handle just for that purpose. you can probably buy or rent one from a carpet place – maybe home depot
Make sure you have good circulation and exhaust. Then torch it up with MAPP gas.
there aint one love scrape scrape scrape they have scraping machines which make it easier but they don’t get it all
You can rent a machine at your local rental yard – works like a buffing maching but has a thin stone grinding wheel which should work very well !!!
try an angle grinder with a wire brush attachment
